Does OSHA certify workers?

No, it authorizes providers

OSHA does not certify people. It authorizes providers, and the course produces a Department of Labor card. “OSHA certified” is a phrase sellers use, not a thing that exists.

In New York City, is an OSHA 30 card enough to get on a covered site?

New York City asks for a Site Safety Training card of at least 40 hours, from a DOB-Registered Course Provider. That registry is separate from OSHA's. An OSHA course covers part of the hours, never the whole card.

Nevada gives you how long to get the card after you are hired?

15 days

NRS 618.983 gives 15 days from the date of hire. If the card is not presented in time, NRS 618.987 requires the employer to suspend or terminate the worker.
